ABC and MMCA Talk PLAs with President Cohen

Baltimore contractors, including members of ABC and the Maryland Minority Contractors Association (MMCA), met recently with City Council President Zeke Cohen to voice concerns over potential legislation introducing union-only project labor agreements (PLAs) on city public works contracts.

Larry Lopez of Workbridge, past chair of ABC GB, stated that Baltimore is an “open shop town” and that any legislation that demands workers would result in taxpayer dollars going to out-of-city and out-of-state contractors, given that nearly 90% of Maryland construction workers are not union members. Cohen pledged continued dialogue. ABC, MMCA, and other organizations have been actively campaigning throughout Maryland against union-only PLAs for the past year through the Coalition it formed late 2023.
