Maryland Strongly Urges Apprenticeship Sponsors to Stay on Top of Licensing Requirements

The Maryland Department of Labor is reminding HVACR, Electrical, and Plumbing apprenticeship sponsors of the critical licensing requirements apprentices must meet to receive credit for their training and qualify for a journeyman license.

Under Maryland law, apprentices in these trades must hold a valid apprentice license for the entire duration of their four-year (8,000-hour) apprenticeship and complete 576 hours of related instruction to be eligible for a journeyman license. However, officials have noted that many apprentices fail to renew their licenses, making them ineligible for this important benefit.

To ensure compliance and avoid disruptions, sponsors should keep copies of their apprentices’ licenses on file and ensure timely renewals. Additionally, apprentices cannot legally work in the field without an active license, and failure to maintain one may result in civil fines ranging from $1,000 to $5,000 per violation, regulatory action, or even criminal penalties.

Furthermore, HVACR and Electrical apprentices must apply for their journeyman license within two years of program completion, or they will be required to take the state exam. The Plumbing licensing policy, effective since June 1, 2022, ensures that all on-the-job training (OJT) hours are properly documented and counted toward licensure.
